Ethiopian Jew Kabede Bimro recruits the help of Israeli Mossad agent Ari Levinson to help get his fellow Jewish-Ethiopians safely from their current state in the Muslim country of Sudan, where they are being tortured and killed by the government, to Israel, where they will be safe. Ari agrees to do this and, seeking help, he recruits some of his former friends and colleagues: Rachel Reiter, Jake Wolf, Max Rose, and Sammy Navon to assist him with the plan.
The team goes to their intelligence operation leader Ethan Levin who questions them on how they are to smuggle the Jews to Israel. Ari reveals that he plans to do this through the Red Sea Diving Resort, a small coastal hotel, which he asks the team to rent out so he can do it. Levin agrees to the plan.
